Heather Schafer began working in law firms at the early age of 17, where she worked as a clerk, receptionist and eventually transitioned into a legal secretary position after deciding to seek a degree and certificate as a paralegal. Heather graduated from MTI School of Business and Technology in 1999 with an Associate in Science Degree and American Bar Association Paralegal Certificate. Soonthereafter she accepted a paralegal position at a law firm focused on workers’ compensation and employment law. In 2000 Heather applied her legal background to the California medical cannabis space taking the position of Office Manager and Paralegal in the first and only medical/legal cannabis recommendation clinic located in the State of California. Through this role, she developed a legal and business management skill set and became familiar with medical cannabis legislation in California, including Proposition 215 (Health & Safety code 11362.5), while working with and for her family at the California Medical Research Center (CMRC) located in Cool, California.

Heather comes from a family of California cannabis pioneers and as a result of their forward thinking practice, CMRC was raided in 2001 by the DEA for cannabis activity. The raid began a 10-year battle, with the federal government, to keep herself and parents out of federal prison. While Heather was able to avoid prosecution, both of her both parents entered the federal prison system in 2011 in order to serve a five-year sentence for cultivation of medical cannabis. Her family’s struggle ultimately led to a federal budget bill, entitled the Rohrabacher-Farr Amendment, which prohibited the DEA from using federal funds to raid medical cannabis patients who were acting in compliance with the State’s medical cannabis laws.

During her father’s incarceration and probation period, Heather utilized her knowledge of the burgeoning cannabis industry by taking a position as Editor in Chief for CannaConsumer Magazine, an online magazine that accumulated over 700,000 views per month by April of 2018. In May of 2018 The Law Office of Dale Schafer re-launched with Heather holding the position of Paralegal and Office Manager. In November of 2020 Heather launched Agora C Business Services offering cannabis permitting and licensing consultation as well as regulatory compliance for existing operators in California.

Today, Heather applies her lifetime of experience in business management, law practice, and cannabis regulations to Armada Law Corp as its firmwide administrator.
